Unlawful Rector Nominations at CUI Raise Legal and Ethical Concerns

ISLAMABAD, Sep 03 (Diplomatic Star): The nomination process for the post of Rector at COMSATS University Islamabad (CUI) has come under fire after a Special Senate Meeting recommended Dr. Raheel Qamar as the top candidate despite unresolved allegations of misconduct, academic plagiarism, and abuse of authority.

The meeting, chaired by the Federal Minister for Science and Technology on behalf of the President of Pakistan and Chancellor of the University, was held on August 20 to finalize a panel of three candidates for the position under the COMSATS University Act, 2018, according to sources.

However, legal experts and faculty members say the process violated statutory rules by bypassing the Search Committee.

Dr. Qamar, who served as Interim Rector from 2017 to 2020, was previously censured by the Senate for approving illegal promotions and concealing inquiry reports. An internal investigation had also recommended proceedings against him for misuse of authority.

In addition, plagiarism allegations in his published research continue to raise questions about his academic integrity.

Despite not ranking among top candidates in earlier evaluations, Dr. Qamar’s sudden elevation has drawn sharp criticism from academics, civil society, and legal professionals, who view the move as a breach of merit and transparency.

Members of the Search Committee have already filed a formal complaint, warning that the Senate acted outside its mandate by recommending names without the committee’s input.

The Search Committee had earlier advised either selecting from already interviewed candidates or re-advertising the post.

Ignoring these options, critics say, undermines the legitimacy of the appointment process and leaves the university vulnerable to litigation and reputational damage.

Stakeholders stress that ensuring a transparent and lawful process is essential to protect COMSATS University’s credibility as one of Pakistan’s leading higher education institutions.
